MWSU PARKING POLICY

STUDENT PARKING

All students who wish to park a vehicle on campus must first register their vehicle with the University Police Department.  To register your vehicle, you will need to know your MWSU G#; the year, make, model, and color of your vehicle; as well as your license plate number.  The annual fee for one parking permit is $30.00; additional permits are available for $10.00 each.  A free temporary parking pass is available in the event that a student drives a different vehicle for up to one week.  Vehicles must be registered annually.

Parking permits must be properly displayed while in campus lots. Vehicles parked outside of permitted spaces or without displayed permits are subject to ticketing or removal.

Once a parking permit is obtained and placed on a registered vehicle, you may park in any of the parking lots with general parking.  This includes lots B, C, D, E, F, G, H, I, J, K, M, N, O, and Q.

FACULTY/STAFF PARKING

Faculty/Staff may apply for reserved parking spaces in all parking lots except for lots A and L.  The fee for reserved parking spaces is $210.00 annually for 24 hour access.  Reserved parking spaces are available on a first-come first-served basis and are reserved spots designated for the specific individual.

VISITOR PARKING

Visitors are requested to park in designated visitor parking areas in lots A, C, and D.  Visitors who park outside of the designated visitor parking areas, in the general parking areas, are requested to first contact the University Police Department for parking permission and information on parking rules and regulations.  Visitors parking for more than one day or repetitive parking will require a visitor parking pass which can be obtained from the University Police Department.

SPECIAL EVENT AND LARGE GROUP PARKING

Individual departments may obtain visitor parking passes prior to a scheduled event by contacting the University Police Department.  Requests should be made at least one week prior to the event.  Visitors parking for MWSU athletic events, commencement and other similar one-time events need not register with the University Police Department.  All visitors are required to abide by all laws and parking/traffic regulations.  Current faculty/staff and students are not considered visitors at any time for any reason.  Visitor parking is provided specifically for those visiting campus.

HANDICAP/DISABLED PARKING

Designated handicap/disabled parking spaces are reserved for those with permits issued by the proper authorities. Vehicles parked in these spaces without properly displayed permits are subject to fines and/or removal.

FINES / APPEALS

A list of fines and further information on the process for appealing a parking fine is available from the University Police Department.

Missouri Western State University or its employees will not assume any responsibility for the care and protection of any vehicle or its contents at any time it is operated or parked on the campus.

Any person who willfully or through negligence causes damage to Missouri Western property shall be liable for any damage done to said property.

Students, Faculty and Staff, who have a currently registered vehicle (Missouri Western Vehicle Registration) and whose circumstances have forced them to drive a substitute vehicle, are eligible for temporary parking permission through the Police Department.

One day parking permission may be obtained by contacting the Police Department by phone (271-4438) between 8:00 AM and midnight (Monday through Friday) and providing the appropriate information (individual’s name, Missouri Western G#, vehicle make, model, year, color, license number and location of parking.  One day parking permission can also be obtained 24 hours per day by completing the parking permission form at (click to follow link):  Parking Permission Form

Vehicle parking permission for more than one day, up to seven (7) calendar days, may also be obtained through the Police Department (Blum 201). However, the individual must go to the Police Department, during regular business hours, with the appropriate information (individual’s name, Missouri Western G#, vehicle make, model, year, color, license number, location on campus and required time frame) and obtain a temporary parking permit. The Police Department will issue a temporary parking permit, which must be placed in the person’s vehicle, in a manner prescribed by the Police Department.

Disabled-accessible parking areas are enforced every day, 24 hours a day per RSMO 310.142 and 310.143 and St. Joseph City Code Division 4; this includes, parking in or blocking access isles or spaces. When disabled-accessible parking is full in a lot, parking, with disabled-accessible permit is allowed in the next available valid parking space. This does not include the President’s parking space, parking along yellow curbs, in driveways, in front of loading docks, blue or yellow striped zones or in any manner that prohibits traffic flow. Temporary Disabled Accessible parking accommodations may be made for up to one week by contacting the Police Department.  An original physician’s letter is required for this permission.

Visitors are requested to park in designated visitor parking areas in lots A, C and D. Visitors parked in the designated visitor parking areas need not register their vehicles with the Police Department. Visitors who park outside of lots A, C and D, in the general parking areas, are requested to first contact the Police Department for parking permission and information on parking rules and regulations. Visitor parking for more than one day or repetitive parking will require a visitor-parking pass.

Visitors may obtain a visitor-parking pass for more than one day at no cost, from the Police Department during normal business hours. Individual departments may obtain visitor-parking passes prior to a scheduled event by contacting the Police Department. The request will be received in the Police Department, and the visitor parking passes will be forwarded to the department for distribution prior to the beginning of the event. Requests should be made for the time an event is scheduled, including an estimated number of attendees, to accommodate preparation by the Police Department and visitor registration mailings.  Visitors parking for large, one time events (athletic events, commencement, theatrical and musical events) need not register with Police Department.  All visitors are required to abide by all laws and parking/traffic regulations.

Current Faculty, Staff, and Students are not considered Visitors at anytime or for any reason as long as they are currently employed or a currently registered student.  Visitor parking is provided specifically for those visiting the campus that are not currently employed or enrolled.

PARKING RULES/REGULATIONS

    • All students, faculty, staff, part-time and contract employees must register their vehicle with the University each academic year. 
    • The operation of a motor vehicle shall be restricted to the campus streets and parking lots. Parking is prohibited on any lawn, curb, sidewalk, or any area not designated as a parking space, or in any restricted or unauthorized area.
    • Motor vehicles operated or parked on the campus must comply with all State Laws, City Ordinances, and the Traffic and Parking Regulations of Missouri Western State University.
    • The person in whose name the vehicle is registered is responsible for all violations committed with that vehicle. If the operator of a motor vehicle involved in a violation is different than that of the person whose name is on the vehicle registration, both the operator and the person whose name is on the registration may be held responsible for the violation.
    • All vehicles registered for general parking must display a current decal (permit) on the outside of the rear/back window, on the lower right (passenger) side corner of the window. All vehicles registered for reserved parking must display a current hang tag on the rear-view mirror or the front dash board while parked on campus.
    • Employees who register their vehicle for an assigned reserved space must park in the designated assigned reserved parking space. Students and employees who register their vehicle for general parking are prohibited from parking in designated reserved spaces.
    • Designated assigned reserved parking spaces are available in parking lots except for lots A and L.
    • All reserved parking spaces will be enforced 24 hours a day 7 days a week.
    • All disabled-accessible parking, no-parking and 30-minute parking spaces are enforced 24 hours a day 7 days a week.
    • It is a violation to park a motor vehicle in any place where it may create a traffic hazard or where it blocks or impedes pedestrian or vehicular traffic.
    • Parking is not allowed where prohibited by signs or yellow curbs.
    • Parking on the campus for the purpose of storing or repairing a vehicle (except emergency repairs) is prohibited. If a vehicle breaks down on campus, thus rendering it inoperable, the person whose name appears on the registration is responsible for contacting the MWSU Police Department and getting the vehicle removed at the operator’s expense.
    • The speed limit on all streets of the campus is 25 miles per hour, unless otherwise posted. The speed limit in all parking lots and drives is 10 miles per hour.
    • Operating a motor vehicle in a careless or reckless manner, which could endanger the life, limb, or property of another, is prohibited.
    • Operating a motor vehicle in the opposite direction of signs indicating ONE-WAY traffic is prohibited.
  • The operator of a motor vehicle shall:
    1. Yield the right of way to pedestrians at all times. Vehicles must stop for pedestrians in crosswalks.
    2. Come to a complete stop at all stop signs and then proceed with caution.
    3. Report immediately any collision in which he/she is involved to the MWSU Police Department.
    4. Refrain from driving beyond a barricaded area or where prohibited by signs, and be prohibited from moving such barricades or signs.
    5. Follow the orders, directions, or signals of a MWSU police officer.
    6. Refrain from backing a motor vehicle into an intersection or across a lane of traffic.
    7. Immediately pull to the right-most curb of the roadway, or drive, and stop when approached by a MWSU police department vehicle with its rotating/flashing, red/blue lights in operation.
    8. Abide by all state and city traffic laws.
  • Standing (a driver occupied vehicle not parked and not moving) so as to impede the flow of traffic is prohibited anywhere on campus.
  • LOADING and UNLOADING: 15-minute loading and unloading permission in non-parking areas can be obtained by contacting the Police Department at (816) 271-4438 during business hours.  During off-hours, the Police Officer on duty can provide permission by contacting the Police Department at (816) 271-4438.  Persons receiving campus citations for loading or unloading without permission will be responsible for citations they receive.

Lot A – Parking restricted for visitors only.

Lot B – General parking for students, faculty and staff.  Select reserved spaces will be marked.

Lot C – General parking for students, faculty and staff, and visitors.  Select reserved spaces will be marked.

Parking may be restricted in this lot at times due to special events.

Lot D – General parking for students, faculty and staff, and visitors  Select reserved spaces will be marked. No overnight parking.

Parking may be restricted in this lot at times due to special events.

Lot E – General parking for students, faculty and staff.

Lot F – General parking for students, faculty and staff.

Looney Complex Service Drive – Parking restricted to disable-accessible parking, marked service vehicle spaces, and marked 30-minute parking spaces.

A STATE OR CITY TRAFFIC SUMMONS MAY BE ISSUED FOR THE VIOLATION OF ANY STATE TRAFFIC STATUTE OR CITY TRAFFIC ORDINANCE.

EXCESSIVE PARKING VIOLATION FEE
Persons who have accumulated ten (10) or more paid or unpaid parking citations, during a given semester, will be subject to an Excessive Parking Violation Fee of $50 per ticket in addition to the regular parking violation fee.  Additionally, MWSU students who have 10 or more parking tickets within a given semester will have citation information forwarded to the Dean of Students, and may be considered to be in violation of the Student Code of Conduct.

If a person is issued a Campus Traffic or Parking citation, he/she may choose to either:

  • pay the amount listed on the  citation to the Missouri Western Business Office (Eder Hall 104) OR
  • appeal the citation online

Appeals must be filed within 10 days of the citation.  You will be e-mailed with a hearing date, time and location for appearance.

The Traffic Appeals Board is convened several times throughout the fall and spring semesters. The Traffic Appeals Board hears appeals of campus parking and moving citations. The board has two options when determining the outcome of a citation: 1.) The board may decide to dismiss the citation or 2.) The board may decide to uphold the citation. If the board decides to uphold the citation, it will then determine if the fine amount should be “paid as indicated” on the citation or if the fine amount should be “reduced” to some amount determined by the board. The amount of the fine will be forwarded to the Missouri Western Business Office and processed for payment.

If a person is issued a State or City traffic summons, the person may pay the summons to the appropriate court clerk, or appear in front of a judge to answer the charges filed against him/her.

The Traffic and Appeals Board may recommend that a person be prohibited from operating or parking a motor vehicle on campus if that person has received ten or more campus citations in a given semester or if, in the opinion of the Board, the person has been found guilty of some flagrant parking/driving violation. A suspension of the persons parking and/or driving privileges on the Missouri Western Campus may be imposed for a period not to exceed one semester.

EXCESSIVE PARKING VIOLATION FEE

Once an individual’s suspension has expired, that individual may obtain a reinstatement of his/her parking privileges by paying a $50 reinstatement fee to the Missouri Western Business Office. This will be in addition to any other fees due for the traffic violations.

MISSOURI WESTERN STATE UNIVERSITY RESERVES THE RIGHT TO REMOVE or IMMOBILIZE ANY VEHICLE PARKED ON CAMPUS IN VIOLATION OF STATE LAW, CITY ORDINANCE, OR CAMPUS POLICY. VEHICLES ARE REMOVED AT THE OWNERS EXPENSE.

If a vehicle is found parked in violation of any State Law, City Ordinance, University Parking Regulation or is parked in such a manner as to create a traffic hazard, such vehicles may be impounded, relocated, or immobilized at the expense of the violator.

The University or any of its authorized personnel shall not be liable or assume any responsibility for any loss or damage suffered because of such impoundment, immobilization or relocation.

In the case of appeal, the tow and/or immobilization fee WILL NOT BE REIMBURSED.

Parking Citations are issued for violations of Parking Rules and Regulations.  These citations are a means to control and enforce parking on Missouri Western State University.  In addition to Parking Citations, Missouri Western State University Police Department Police Officers are able to issue Moving Violations.  Moving Violations are violations of traffic laws on Missouri Western State University campus.  Police Officers have the ability to issue summons for violation of City Ordinance and/or State Law violations, but also have the ability to issue only a campus citation.  Campus citations do not affect Driving Records, Insurance, or require any court costs.

As a Student of Missouri Western State University any campus citation fines, parking or traffic, will be attached to the student’s Banner account.  As an Employee of Missouri Western State University any campus citation fines, parking or traffic, will be sent to payroll for collection.

If you have received a campus citation for either parking or traffic you have the option to appeal the citation by using the appeals process.  Appeals must be made within 10 days of the date the citation was written.  To appeal a campus citation use the Traffic Appeal Form found on the left margin.  If a citation has already been sent to a Student’s Banner account or to payroll for an Employee, you can still appeal the citation.  Any outcome from the appeals process will be updated on the Student’s Banner account, and payroll will be notified in cases of Employees.  Appeals are conducted by the Parking and Traffic Appeals Board, which is comprised of various Faculty, Staff, and Students of Missouri Western State University.  The Parking and Traffic Appeals Board meet at various times during each semester.
