Constitution of the NCTE Student Affiliate of Missouri Western State University

Article I
Name


     The name of this organization shall be the National Council of Teachers of English Student Affiliate (SNCTE) of Missouri Western State University, St. Joseph, Missouri.

Article II
Purposes

a) To create a community among future teachers of literacy.
b) To enhance ties between students and the professional education community, including the St. Joseph School District, the Missouri Association of Teachers of English, and the National Council of Teachers of English.
c) To acquire information and stay abreast of current issues within the profession.
d) To pursue service activities that support literacy.


Article III
Membership

     Membership in this organization shall be open to all Missouri Western State University students interested in the teaching of literacy. In no aspect of its program shall national origin, disability, age, gender, any consideration based on affectional, sexual, or associational preference, or any other classification which would deprive the person of consideration as an individual. The organization will guarantee equal access to membership, programming facilities, and benefits shall be open to all persons.

     Active membership shall be retained by the payment of dues each year and attendance of at least one meeting per year.

Article IV
Officers and Management

     The officers of the organization shall be: President, Liaison Officer, Secretary, Treasurer, and Public Relations. All officers shall be student members of NCTE. The officers shall comprise the Executive Board.

     The Faculty Advisor shall be a member of NCTE and shall be an ex officio member of the Executive Board.

     The Senior Executive Advisory Council will consist of all Seniors in SNCTE. Senior members of SNCTE will automatically become members of the Senior Executive Advisory Council the last semester prior to their graduation. All members of the Senior Executive Advisory Council will be members of NCTE. The Senior Executive Advisory Council will act as mentors to the Executive Board and will be invited to attend and vote in meetings of the Executive Board.

     The officers shall be elected during the spring semester to serve through the following spring semester. The vote shall be by secret ballot. The officers shall be elected by plurality.

     Vacancies in office shall be filled at the meeting next ensuing after a vacancy occurs. Vacancies shall be filled following the same procedure as annual elections.

     The officers may be removed from office by resignation, upon two unexcused absences from the regular meetings as determined by the Executive Board, or by a three-quarters vote of the membership.

Article V
Officer Duties

     President:   The President of the organization shall preside over all meetings of the organization; shall see that all records are kept accurately; shall make appointments to any committees or subcommittees; shall perform all duties incident to the office of President. The President shall also produce a yearly report to the membership describing that year's work and projecting necessary actions in the coming year.

     Liaison Officer:    The Liaison Officer shall conduct all correspondence between this organization and Missouri Western SGA, NCTE, attend national NCTE meetings, report actions taken at the annual meeting of the NCTE Board of Directors, and will be responsible for all mail correspondence between the Missouri Western SNCTE and NCTE. The Liaison Officer will take on the duties of the president in case of absence.

     The President and Liaison Officer shall maintain an average G.P.A. of 2.50 or above while in office, and shall have been enrolled as full-time students at Missouri Western State University for one semester prior to the semester they were elected and will continue to be for the terms of office.

     Secretary:   The Secretary shall furnish a copy of the minutes of the meetings and provide a copy for all interested members to read; shall serve as editor of the organization's newsletter; shall keep records of the organization's meetings; shall perform all duties incident to the office of secretary.

     Treasurer:   The Treasurer shall be responsible for keeping accurate account of the organization's funds; shall plan the organization's yearly budget with the assistance of the Executive Board, and shall perform all duties pertaining to the office of Treasurer.

     Public Relations Officer:   The Public Relations Officer will be in charge of posters, bulletins, web site updates, and other activities that encourage membership. Shall hold direct correspondence between SNCTE and newspapers, television, etc., reporting the activities of SNCTE. The Public Relations Officer shall also post signs to remind members of upcoming meetings.

     Faculty Advisor:   The Faculty Advisor will be invited to serve by the Executive Board. He/she shall serve as a member of the entire program, and must be a professor in the literacy program at Missouri Western State University, and a member of NCTE. In the event of absence or inability to serve, a new Faculty Advisor shall be invited.

     The Executive Board:   The Executive Board, comprised of the aforementioned officers as well as the Faculty Advisor, shall plan the organization's programs in accordance with the purpose of this organization; shall manage the affairs of the organization.

Article VI
Executive Board

     The Executive Board will meet when called by the President or Faculty Advisor. In case of voting, the decisions will be determined by a majority vote of the Executive Board.

     All members of the Executive Board shall be members of NCTE.

     All officers shall serve the full term of office (one year). Officers voted in as a result of a vacancy shall serve until the next election of officers the following spring semester. Liaison Officer may only serve one term per office.

     The Faculty Advisor or President shall only vote to make or break a tie.

Article VII
Meetings

     The organization shall meet a minimum of four times during the calendar year. The times and place for the regular meetings shall be determined by the Executive Board.

     All questions before the organization shall be determined by a majority of the members present. All voting shall be done by a show of hands unless a majority of those members present indicate a desire to follow another procedure.

     Any proposed amendment of this constitution shall be announced to all members at least three days prior to voting.

Article VIII
Finances

     Active members shall be retained by payment of annual dues and a minimum attendance of one meeting per year. Dues shall be determined by the Executive Board, approved by membership.

     Upon dissolution state money and mandatory student fees revert back to the granting organization. Group fees shall be divided as stated in the constitution. Remaining funds shall be distributed to the Missouri Western State University Foundation's Pass The Power Adult Literacy Program and Prairie Lands Writing Project.

Article IX
Amendments

     This constitution may be altered or amended at a regular or special meeting.

     Any proposed amendment of this constitution shall be announced to all members at least three days prior to voting.

Article X
Ratification

     This constitution shall be ratified at the first regular meeting by a two-thirds majority vote, provided there is a quorum present, and it will be effective upon ratification.

Amendment I

     Officers are responsible to the organization, to each other, and to the faculty advisor(s). Any officer who misses more than two meetings in a year, doesn't perform the duties of their office, or is not responsible to the faculty advisor(s) may be removed from office.
