Thank you for visiting our web site. The Missouri-Regional
Center for Public Safety Innovation (MO-RCPI), established in 1997,
is one of the original thirty-one Regional Community Policing Institutes
founded through the United States Department of Justice Office
of Community Oriented Policing Services (COPS). We have transitioned
to a Regional Center for Public Safety Innovation allow the MO-RCPI
to expand on its deliverables. MO-RCPI is a member of the RCPI
National Training Network and I serve on the RCPI National Steering
Committee.
As a member of the RCPI National Training Network the MO-RCPI
provides professional and interactive community policing training
and technical assistance to law enforcement agencies, business
and community stakeholders throughout the state of Missouri. The
MO-RCPI collaborates with its partner organizations to facilitate
the implementation of the concepts and philosophy of community
problem solving as a primary means of addressing crime and disorder
to improve the overall quality of life for citizens of Missouri.
MO-RCPI training and technical assistance is comprised of curricula
produced by the Department of Justice, COPS Office, MO-RCPI, federal
components such as FBI, U.S. Attorney’s Offices, Bureau of
Justice Assistance, Federal Emergency Management Agency, National
Highway Traffic Safety Administration, Missouri State Emergency
Management Agency, Missouri Coalition Against Domestic Violence,
Missouri Crime Prevention Association, Missouri Center for Safe
Schools.
MO-RCPI prides itself in its commitment to providing the highest
quality of training by ensuring that training facilitators are
subject matter experts. This commitment has resulted in the MO-RCPI
establishing a reputation across Missouri and beyond as an excellent
resource for law enforcement agencies and community stakeholders
as they address their own unique community concerns.
MO-RCPI training supports the following national level training
initiatives; COPS Office Community Policing Development Initiative,
Police Integrity Initiative, President Bush’s Citizen Corps
Initiative and DNA Initiative, Project Safe Neighborhoods, Value-Based
Initiative, Homeland Security, National Incident Management Systems,
and COPS in Schools. A comprehensive list of MO-RCPI training deliverables
are listed at the end of this summary.
MO-RCPI has facilitated over 3,500 training sessions, 32 regional
conferences, 1 National, and 1 International Conference since its
inception. These training and technical assistance sessions have
reached 700+ Missouri law enforcement agencies, 20,000+ law enforcement
officers and 6,500+ community stakeholders. MO-RCPI has successfully
demonstrated the strengths of the RCPI through its ability to draw
law enforcement and community stakeholders into a collaborative
training environment for the purpose addressing specific problems
and/or concerns unique to the host community.

Key Outreach Initiatives
- MO-RCPI partnerships with Kansas City Police Department and
Kansas City Neighborhood Alliance have been credited in the 2004
Community Task Force Report: Feb 2005 for “have been
effective in closing drug houses and combating street prostitution
and auto theft.” This is in reference to the MO-RCPI direct
service facilitated “Community Team Building” training
deliverable in which MO-RCPI actually facilitates the problem
solving process with law enforcement and community stakeholders.
Thus far, there have been 22 such “Community Team Building” facilitations
resulting in on-going law enforcement/citizen stakeholder collaboration
as Kansas City neighborhoods fight crime and disorder. MO-RCPI
is very proud of this effort and its role in the process.
- MO-RCPI partnership with Missouri State Emergency Management
Agency in supporting the Missouri Citizen Corp Council by entering
a memorandum of agreement to be the SEMA provider of Citizen
Emergency Response Team training of trainers courses. 23 trainings
thus far.
- MO-RCPI has adopted the Federal Emergency Management Agency
G190 course “Basic Incident Management for Law Enforcement” as
a deliverable. MO-RCPI has been the primary source of training
for the United States Postal Service in incident management as
the USPS prepares for the installation of the Bio-detectors in
the three Missouri postal processing plants.
- MO-RCPI has also adopted the FEMA National Incident Management
Systems (NIMS) curriculum as a deliverable to assist Missouri
law enforcement agencies become NIMS compliant, making them eligible
to apply for federal funds.
- MO-RCPI partnered with the Governor’s Office in developing,
marketing, and facilitating the Missouri Governor’s Summit
on Meth.
- MO-RCPI facilitated the Value-Based National Conference and
developed the official Department of Justice, Office of Community
Oriented Policing Services Value-Based Initiative Guide.
- MO-RCPI partnership with the Kansas City Missouri Police Department
developed a Anti-Terrorism Interdiction curriculum based on their
success interdicting FBI “No-Fly List” persons at
public transportation in Kansas City. The unit has interdicted
18 “no-fly list” persons November 04’ through
March 05’. 06’ Provided training to over 2,000 officers
across the state of Missouri.
- MO-RCPI has entered a partnership with MO SEMA to produce a
Community Focused Anti-Terrorism Awareness video based on the
Michigan State Police “Seven Signs of Terrorism” video
for statewide distribution.
- MO-RCPI has been invited to sit as a member of the Missouri
Restorative Justice Coalition.
- MO-RCPI also sits on the following committees: MO Police Chiefs
Command School Committee, MO SEMA Citizen Corp Council CERT Steering
Committee, St. Joseph Weed and Seed Law Enforcement Committee,
MWSC Regional Law Enforcement Academy Advisory Board, MWSC Department
of Criminal Justice and Legal Studies Advisory Committee.
- Gained POST approval for training deliverables allowing the
MO-RCPI to provide required continuing education to officers
- Partnering with the regional law enforcement academies to market,
register attendees, and provide facilities, and provide POST
hours for MO-RCPI training
- MO-RCPI values the concept of the RCPI National Training Network
and has reached out to other RCPIs for subject matter experts
and for the development of resources. MO-RCPI has made itself
available to sister RCPIs as demonstrated by MO-RCPI providing
30+ “Ethics
for the Individual Officer” training session for the KS-RCPI
for the Kansas City, Kansas Police Department. Also, MO-RCPI
recently traveled to Washington state for WRICOPS to provide
subject matter experts for the facilitation of regional training
for them.
