“Homeland Security Begins on Your Block”
COP Response to Terrorism-Community Engagement

SYNOPSIS:
This course is designed to give law enforcement officers a tool to engage in constructive dialogue about terrorism with the citizens of the community they serve. This course utilizes collaborative problem solving, allowing each community to design a unique response to Homeland Security.

OBJECTIVES:

  • Provide background on the broader national purpose and explanation of the impetus for this training program
  • Discuss the nexus between COP and Homeland Security
  • Provide an overview of the foundations of COP
  • Discuss the local impact of terrorism
  • Define vigilance
  • Provide an overview of the Homeland Security System
  • Develop a working definition of COP
  • Discuss the goals and purposes of COP
  • Develop citizen role in Homeland Security
  • Form Collaborative Team through the “Community Engagement” process
  • Utilize “Community Engagement” model in response to Homeland Security for the purpose of developing a work plan to begin developing unique responses to terrorism to fit the needs of the community. Examples can include developing improved reporting mechanisms, CIPS, Neighborhood Watch, CERT Teams, Citizen Corps, etc.
