RCPI Network Delivery of Bureau of Justice Assistance Training
Counter-Terrorism Training

This excellent training is a derivative of the State and Local Anti-Terrorism Training (SLATT) Program, developed with BJA funding, in partnership with the Federal Bureau of Investigation, by the Institute for Intergovernmental Research, IIR. The one-day training provides specialized training for law enforcement personnel in combating terrorism and extremist criminal activity. This training will ensure the delivery of the most up-to-date information, terrorism-related topics are constantly researched and reviewed, and timely information is offered regarding pre-incident preparation, investigation, prevention, and interdiction training.

This training will focus on the prevention of terrorism in the United States by providing the tools necessary for state, local, and tribal law enforcement officers to understand, detect, deter, and investigate acts of terrorism in the United States by both international and domestic, or homegrown, terrorists.

The course is presented by Counter-Terrorism Subject matter experts in a one-day format including the following modules.

Terrorism Indicators

  • Understand that each terrorist incident is often preceded by a long planning and preparation period, which is law enforcement’s best opportunity to disrupt and prevent an attack.
  • Identify likely terrorism targets and distinguish between targets identified by law enforcement and those identified in the al Qaeda training manual.
  • Recognize, identify, and understand various indicators and warning signs exhibited by terrorists/extremists.
  • Recognize and identify various logos, symbols, and other identifiers that may be associated with extremist groups or individuals.
  • Involve the community through the BJA Communities Against Terrorism (CAT) program.

Domestic Terrorism

  • Understand and describe different types of domestic terrorist/extremist groups, including left-wing, right-wing, and special-interest/single-issue groups.
  • Describe the ideologies of, the tactics used by, and the activities engaged in by different types of domestic terrorist/extremist groups.
  • Understand regional and local issues.

International Terrorism

  • Define the Middle East.
  • Understand the geographical distribution of the Islamic world.
  • Understand the basic principles and divisions of Islam.
  • Differentiate between Islam and militant religious fanatics.
  • Explain the structure of Middle-Eastern terrorist groups.
  • List the structure and activities of major international groups.

Intelligence

  • Understand the meaning and definition of law enforcement intelligence.
  • Understand the criminal intelligence process and its ability to enhance contributions to the criminal justice system.
  • Understand data systems, networks, resources, and information available to line-level law enforcement officers as related to intelligence.
  • Demonstrate a basic understanding of the National Criminal Intelligence Sharing Plan (NCISP) and the fusion centers.
  • Identify procedures for collecting data and reporting such activity.
  • Understand the legal, privacy, and ethical limitations placed on the collection of criminal intelligence information.
