GENERAL SUMMARY

In one to three sentences provide the main purpose of the job.

The Cancer Registrar and Quality Analyst identifies all reportable neoplasms; analyzes, codes and maintains medical information in the Cancer Registry database to provide cancer incidence, management and analysis of outcome information as well as researching data for internal and state specific quality/ measurements.  This position supports the organizations response to information requests, studies and research projects, data extraction, analysis and monitoring other duties as assigned. 

MAJOR RESPONSIBILITIES

List, in order of priority, the major responsibilities this job is responsible to accomplish. Include supervisory responsibilities if applicable. 

  • Case-finding, analysis, follow-up, and data base maintenance of patient information using the cancer registry application database.
  • Assists with data extraction and monitoring to meet and report registry program results and status
  • Completes and forwards appropriate information to regulatory agencies
  • Performs follow-up required monitoring and reporting
  • Prepares reports and participates in various reviews

6.   Additional duties include but are not limited to supporting the assembly and dissemination of cancer registry data as designated by the HIMS leadership team. 

7.   Consistently supports compliance and the Principles of Responsibility (Kaiser Permanente's Code of Conduct) by and  maintaining the privacy and confidentiality of information, protecting the assets of the organization, acting with ethics and integrity, reporting non-compliance, and adhering to applicable federal, state and local laws and regulations, accreditation and licenser requirements (if applicable), and Kaiser Permanente's policies and procedures.

GENERAL SUMMARY

  • Provides leadership and expertise to ROI staff.  Certifies legal requests and ensures that the requests are completed accurately and within court specified deadlines.  Assists with processing most complex requests.  Trains staff to complete requests and use ROI system.  Monitors use of ROI system.  Maintains confidentiality of medical records by ensuring that information is released in compliance with federal and state laws, regulations and guidelines.

MAJOR RESPONSIBILITIES

  • Provides leadership to ROI staff (including but not limited to ROIC I, ROI Clerk II, ROI Clerk I, Transitional Support Staff) regarding prioritization of work and delegation of tasks to complete complex and/or time-sensitive requests.
  • Assesses, prepares and certifies records for court in response to subpoenas, production of documents, and certifications within court specified deadlines.
  • Assist ROI staff (including but not limited to ROIC I, ROI Clerk II, ROI Clerk I, Transitional Support Staff) with complex and/or  time-sensitive requests for medical information from providers and members, insurance companies, third party liability, disability adjudication section, workman's compensation and regional departments including risk management.
  • Trains other employees (including but not limited to ROIC I, ROI Clerk II, ROIC Clerk I, ROI Receptionist, Transitional Support Staff) to process requests, enter and track information in ROI system, and assist members.
  • Assists other employees with chart analysis and medical record abstraction required to complete complex requests, including dividing and delegating tasks as needed.
  • Travels to medical facilities to provide backfill or assist employees with backlog of work.
  • Monitors number of pending and overdue requests in ROI system and works with supervisor to develop action plans when necessary based on results of monitoring.
  • Performs CPT and ICD-9 coding as needed to fulfill requests.
  • Monitors quality and volume of output by copying service.
  • Performs ongoing and ad hoc quality assurance studies of ROI process as required and works with supervisor to develop solutions when needed.
  • Ensures ROI staff follows policies and procedures to pull and secure charts that are involved in litigation.
  • Participates in regional task forces and committees as appropriate.
  • Adheres to federal and state laws, regulations and guidelines as well as regional policies and procedures in order to maintain patient confidentiality.
  • When appropriate, notifies risk management and facility management of potential law suits (e.g., overdue legal requests, non compliance with HIPAA.)
